Some children grow up with\n      two languages simultaneously. Others use one language at home and begin systematic learning of the school language\n      in kindergarten or primary school. Others may already be literate in one language but enter a new education system.\n      Their dominant language, vocabulary, confidence, reading, writing and academic-language skills may all differ.\n    <\/p>\n\n    <p>\n      The teacher\u2019s first task is therefore not to conclude that the child \u201cdoes not know the language,\u201d but to identify\n      what the child can already understand, say, read and write in each language and in which contexts. European work on\n      multilingual classrooms treats linguistic and cultural diversity as a resource that should be used positively while\n      the language of schooling is developed systematically. The Council of Europe likewise includes plurilingual and\n      pluricultural competence and mediation within contemporary language education.\n    <\/p>\n  <\/section>\n\n  <section>\n    <h2>The multilingual classroom is now a normal European reality<\/h2>\n\n    <p>\n      The European Commission reports that 15.5% of 15-year-old students in the EU speak a language at home that differs\n      from the language used at school. The same source notes that only around 30% of teachers feel that their initial training\n      prepared them to teach in linguistically diverse classrooms. The important distinction is this: the challenge is not\n      the existence of multiple languages itself, but whether the school has the methodology, resources and professional capacity\n      to work effectively with that diversity.\n    <\/p>\n\n    <p>\n      UNESCO has also repeatedly drawn attention to the fact that many learners worldwide do not receive education in a language\n      they speak or understand well. For teachers, the practical implication is clear: when a child must understand new content\n      and decode an unfamiliar language at the same time, cognitive load increases. It is not a psychometric or diagnostic instrument,\n      but a working structure for a lesson, activity or sequence of resources.\n    <\/p>\n\n    <div class=\"framework-grid\">\n      <div>\n        <strong>M \u2014 Mother\/home language as a resource<\/strong>\n        <p>Identify what the learner already knows and can express. Do not start from zero when the concept already exists in another language.<\/p>\n      <\/div>\n\n      <div>\n        <strong>O \u2014 Organised supports and visualisation<\/strong>\n        <p>Use objects, images, gestures, graphic organisers, repeatable structures and clear language models.<\/p>\n      <\/div>\n\n      <div>\n        <strong>S \u2014 Sense-making through language, meaning and action<\/strong>\n        <p>Use new words and structures inside play, tasks, conversation, stories or real situations rather than isolated lists.<\/p>\n      <\/div>\n\n      <div>\n        <strong>T \u2014 Transfer<\/strong>\n        <p>Help the learner transfer what has been learned to the school language, a different text, another subject or a new communicative situation.<\/p>\n      <\/div>\n    <\/div>\n  <\/section>\n\n  <section>\n    <h2>How can artificial intelligence help teachers?<\/h2>\n\n    <p>\n      The most useful role of generative AI here is not to \u201cteach instead of the teacher,\u201d but to reduce the time required\n      to prepare differentiated materials. From one base text, a teacher can create a shorter version, a key-word glossary,\n      comprehension questions, language frames, a picture sequence, a dialogue, a mini-game or a home-learning activity.\n      Different learners can receive different levels of language support while working toward the same learning objective.\n    <\/p>\n\n    <p>\n      AI can also assist with first drafts of bilingual glossaries, example sentences, visual stories and family communication.\n      However, automatic translation should never be treated as final, particularly for less widely supported languages,\n      dialects, culturally sensitive expressions or specialised school terminology. UNESCO recommends a human-centred,\n      age-appropriate and privacy-aware approach to generative AI in education, with attention to data protection\n      and pedagogical validity.\n    <\/p>\n\n    <p>\n      A useful workflow is:\n      <strong>AI creates a draft \u2192 the teacher verifies it \u2192 the learner interacts with it \u2192 the teacher observes the result \u2192 the resource is improved.<\/strong>\n      Do not enter sensitive personal data about a specific child into public AI systems, and do not allow generated material\n      to replace live communication, play, collaborative activity or professional teacher judgement.\n    <\/p>\n  <\/section>\n\n  <section>\n    <h2>Updated resources for teachers and children<\/h2>\n\n    <p>\n      Some links in the original 2020 publication became outdated, local or difficult to verify. Teachers should observe\n      whether the learner understands instructions, participates in conversation, asks questions, tells a coherent story,\n      uses language for academic tasks and gradually needs fewer supports. In reading, decoding should be distinguished from\n      comprehension; in writing, the quality of the idea should be distinguished from the accuracy of the language form.\n      An error can be evidence of learning in progress rather than lack of ability.\n    <\/p>\n\n    <p>\n      It is especially important not to draw premature conclusions about learning difficulties solely from limited proficiency\n      in the school language. When concerns persist, assessment should consider the child\u2019s language history, development\n      across the languages they use, previous educational experience and observations from family members and relevant specialists.\n    <\/p>\n  <\/section>\n\n  <section>\n    <h2>Families are not passive observers<\/h2>\n\n    <p>\n      Families can support rich conversation, reading, storytelling and play in the language they naturally use with the child.\n      Teachers should not create a false choice in which parents are told to \u201cspeak only the school language at home.\u201d\n      It is more valuable for children to receive high-quality language interaction, stories, explanations and questions,\n      while the school builds bridges toward the language of schooling.
